NFL free agency hasn't officially kicked off, but plenty of moves have already been lined up.

While the new league year doesn't officially begin until 4 p.m. ET on Wednesday, several teams have already used the negotiating window that opened Monday to strike agreements with key free agents.

Stick with USA TODAY Sports for the latest news and analysis on various moves throughout Tuesday.

Signing: Former Panthers LB Thomas Davis plans to sign with the Chargers, he announced on Twitter.

Analysis: Good fit for both Davis and the Chargers. GM Tom Telesco said Los Angeles needed help at linebacker, and Davis is a reliable short-term solution who will also help bring along younger players and be a leader on both the field and in the locker room.  - Michael Middlehurst-Schwartz

Signing: Former Jaguars S Tashaun Gipson is signing with the Texans, according to multiple reports.

Analysis: Houston has a pressing need to repair its secondary after losing both Tyrann Mathieu and Kareem Jackson on Monday. Gipson is a good first step, though the Texans will need to do more to bolster a pass defense that was ranked 28th in 2018. - Michael Middlehurst-Schwartz

----

Signing: Former Ravens OLB Za'Darius Smith, former Redskins OLB Preston Smith and former Bears S Adrian Amos are expected to sign with the Packers, according to NFL Network.

Analysis: Brian Gutekunst is showing that these aren't the free-agent-averse Packers of old. Both outside linebacker additions should revitalize the defense, as more juice was needed for a pass rush that could be moving on from Clay Matthews and Nick Perry. Amos is a nice steal from a division rival. Baltimore's need at outside linebacker became even more pressing, as both Smith and Terrell Suggs are packing their bags. - Michael Middlehurst-Schwartz

Signing: Former Vikings DT Sheldon Richardson plans to sign a three-year deal with the Browns, according to ESPN.

Analysis: Cleveland has now addressed a notable hole on the interior with arguably this class' top playmaking defensive tackle. Richardson will be on his fourth team in as many years, but he's still a disruptive presence in the middle. The Browns are building a formidable pass rush around Myles Garrett, and the defense could be poised to make a big leap this season. Minnesota, meanwhile, takes another hit on defense and will need to find someone else to operate next to Linval Joseph. - Michael Middlehurst-Schwartz

----

Signing: Former Ravens LB C.J. Mosley plans to sign a five-year, $85 million contract with the Jets, according to ESPN.

Analysis: After lining up Anthony Barr on Monday, the Jets are making another sizable move to reshape their linebacker corps as they move to a 3-4 defense under Gregg Williams. Mosley is 26 and an ace at stopping the run, but $17 million per year (the most for any inside linebacker) is a hefty sum for a player who hasn't generated high sacks totals and isn't a coverage maven. The Ravens' top-ranked defense will look significantly different next season, as Mosley, Za'Darius Smith, Terrell Suggs and Eric Weddle are all gone. - Michael Middlehurst-Schwartz
